Increases certain liquor license fees.Requires ten and a half percent of total license fee revenues collected for certain licenses to be deposited in the liquor revolving fund. This percentage is not subject to the distribution specified in RCW 66.08.180 (liquor revolving fund--distribution--reserve for administration--disbursement to universities and state agencies) and may be expended only for purposes of the administration and enforcement of those licenses.Expires July 1, 2011.

Suspends the Initiative 732 cost-of-living adjustments for: (1) School district employees during school years 2009-2010 and 2010-2011; and(2) Academic employees of community and technical college districts and classified employees of technical colleges during fiscal years 2010 and 2011.Requires the legislature, beginning in the 2011-2013 fiscal biennium and thereafter, to provide on an expedited basis, to the extent financially feasible, additional cost-of-living allocations equal to what would have been received if the allocations had not been suspended.
