Subjects to certificate of need review under chapter 70.38 RCW (health planning and development: (1) The construction, development, or other establishment of a freestanding emergency room, including the continued operation of any existing freestanding emergency room; and(2) The sale, purchase, or lease of part or all of any existing freestanding emergency room.Requires the department of health to adopt rules establishing criteria for the issuance of a certificate of need for freestanding emergency rooms.
