Revises current statutes governing depictions of a minor engaged in sexually explicit conduct to ensure that intentional viewing of and trading in child pornography over the internet is subject to a criminal penalty without limiting the scope of existing prohibitions on the possession of or dealing in child pornography, including the possession of electronic depictions of a minor engaged in sexually explicit conduct.

Clarifies that each individual item of visual or printed matter constitutes a separate violation for purposes of determining the unit of prosecution under the statutes governing possession of and trading in depictions of a minor engaged in sexually explicit conduct.

Creates a new crime of intentionally viewing over the internet a visual or printed matter depicting a minor engaged in sexually explicit conduct and sets a different unit of prosecution for the crime such that each separate internet session of intentionally viewing over the internet of a visual or printed matter depicting a minor engaged in sexually explicit conduct constitutes a separate offense.

Modifies forest fire prevention and suppression provisions regarding: (1) The department of natural resources' obligation to protect certain forest land and state and privately owned unimproved lands located outside of fire protection districts;

(2) Forest fire protection assessments; and

(3) The legislature's acknowledgment that the department of natural resources may use discretionary authority to take actions that may prevent approaching wildfire from destroying or damaging homes and other improvements, although this is not the primary mission of the department.
