Requires the department of social and health services to adopt rules consistent with federal regulations for the receipt and expenditure of federal funds and implement a subsidy program for eligible relatives appointed by the court as a guardian.

Repeals certain guardianship for dependent child statutes related to petitions for; hearings; rights of parties; rules of evidence; when guardianship is established; qualifications for dependency guardian; consideration of preferences of parent; and relative guardianship subsidies.

Requires the Washington military department to administer the Green river flood assistance funds and to use the appropriated funds for relocation costs of public facilities and infrastructure; relocation costs of citizens and businesses that are displaced by Green river flooding conditions; and prevention, emergency response, mitigation, preparation, coordination, and recovery costs.

Authorizes projects that will promote neighborhood level public education on disaster preparedness.

Concerning the involuntary treatment act.


Requires the Washington institute for public policy, in collaboration with the department of social and health services and other applicable entities, to undertake a search for a validated mental health assessment tool to be used by designated mental health professionals when undertaking assessments of individuals for detention, commitment, and revocation under the involuntary treatment act. This requirement expires June 30, 2011.

Revises the definition of "likelihood of serious harm" for the purposes of the involuntary treatment act by including a person who has committed a recent overt act that creates a reasonable apprehension of harm to the physical safety of another person or the community in the mind of an objective person who knows the history of any violent acts or the history of the mental condition of the person engaging in the act.

Requires the state conservation commission to work with: (1) State, federal, local, and tribal governments and nongovernmental organizations to identify methods and opportunities to more efficiently and effectively implement landowner incentive programs; and

(2) Agricultural landowners, including small acreage landowners, on the incentive programs available for the protection, restoration, and enhancement of the state's natural resources.

Requires state agencies to coordinate with the conservation commission and conservation districts when developing and implementing programs that address agricultural landowners and agricultural landowner impacts on natural resources.

Creates the joint legislative task force on private competition for industrial insurance and requires the task force to develop proposed legislation to eliminate Washington's monopoly of the industrial insurance fund by conforming current statutes to make them consistent with the provisions contained in the act.

Creates the Washington state industrial insurance fund for the purpose of insuring employers for certain liability, beginning July 1, 2012.

Creates the industrial insurance administrative fund to provide for the payment of certain expenses of the board of industrial insurance appeals and the insurance commissioner.
