Requires certain rules adopted for the suppression of forest fires to include a mechanism by which a local fire mobilization radio frequency is identified and made available during the initial response to any forest fire that crosses jurisdictional lines so that all responders have access to communications during the response.Creates a regional fire defense board within certain regions of the state.

(REVISED FOR ENGROSSED: Creating the Washington works housing program. ) Creates the Washington works housing program and through the issuance of tax exempt or taxable revenue bonds issued by the commission in conjunction with a subsidy necessary to make bond issues to finance affordable housing properties financially feasible, the program will: (1) Increase opportunities for nonprofit organizations and public agencies to purchase, acquire, build, and own real property to be used for affordable housing for low and moderate-income households;(2) Provide access to new funding mechanisms and build long-term community equity by increasing the stock of permanently affordable housing owned by nonprofit organizations and public agencies; and(3) Provide financing for affordable housing that will meet certain income and rent restrictions during the period of initial bond indebtedness and thereafter.Modifies provisions relating to allocations of state bond ceilings and bond use categories, specifically housing.

Declares an intent to, during the interim: (1) Change the definition of "emergency services" in the state insurance law to include emergency services provided outside of a hospital's emergency department;(2) Prohibit differential cost-sharing arrangements for emergency services rendered by nonparticipating providers; and(3) Require that any charges from nonparticipating providers for emergency services be counted toward a patient's deductible.

(REVISED FOR ENGROSSED: Encouraging state contracts with veteran-owned businesses. ) Mitigates economic damage to veteran-owned businesses as a result of military service.Requires the department of veterans affairs to: (1) Develop a procedure for certifying veteran-owned businesses and maintain a list of those businesses on the department's public web site;(2) Adopt rules necessary to implement the act; and(3) Collaborate with and assist agencies in implementing outreach to veteran-owned businesses.Requires state agencies to: (1) Perform outreach to veteran-owned businesses in collaboration with the department of veterans affairs to increase opportunities for veteran-owned businesses to sell goods and services to the state; and(2) Work to match agency procurement records with the department's database of certified veteran-owned businesses to establish how many procurement contracts are being awarded to those businesses.Encourages state agencies to award three percent of all procurement contracts that are exempt from certain competitive bidding requirements to veteran-owned businesses certified by the department of veteran affairs.Requires the department of general administration to identify in its vendor registry all vendors that are veteran-owned businesses as certified by the department of veterans affairs.

Increases penalties for certain traffic infractions related to parking places for persons with physical disabilities.Requires the governor's committee on disability issues and employment to: (1) Determine eligibility of accessible community advisory committees for reimbursement or grant funding;(2) Solicit proposals from active accessible community advisory committees for projects to improve disability awareness and access for persons with disabilities; and(3) Establish an accessible communities web site.Authorizes counties to expand the scope of certain advisory committees to that of an accessible community advisory committee.Creates the accessible communities account and provides that two hundred dollars from each penalty imposed under section 6 (7) through (9) of the act (special parking for persons with disabilities) must be deposited into the account.

Revises provisions related to Initiative 960 to provide a means to stabilize revenue collections, by suspending the following requirements until July 1, 2011: (1) A two-thirds vote of each house of the legislature on any action by the legislature that raises state revenue or requires revenue-neutral tax shifts;(2) Notices and cost projections by the office of financial management for bills that raise taxes or increase fees; and(3) A tax advisory vote for a tax increase not referred to the voters.

Creates a nonprofit corporation to be known as the Washington vaccine association for the primary purpose of collecting and remitting adequate funds from health carriers and third-party administrators for the cost of vaccines provided to certain children in the state.Provides that only the secretary of the department of health or the secretary's designee may authorize expenditures from the universal vaccine purchase account.

Finds that it is the state's responsibility to create a coherent and effective accountability framework for the continuous improvement for all schools and districts to provide: (1) An excellent and equitable education for all students;(2) An aligned federal/state accountability system; and(3) The tools necessary for schools and districts to be accountable, including the necessary accounting and data reporting systems, assessment systems to monitor student achievement, and a system of general support, targeted assistance, and if necessary, intervention.Phase I of this accountability system will: (1) Recognize schools that have done an exemplary job of raising student achievement and closing the achievement gaps using the state board of education's accountability index; and(2) Target the lowest five percent of persistently lowest-achieving schools to provide federal funds and federal intervention models through either a voluntary option or a required action process.Phase II of this accountability system will work toward implementing the state board of education's accountability index for identification of schools in need of improvement and the use of state and local intervention models and state funds.The expectation from implementation of this accountability system is the improvement of student achievement for all students to prepare them for postsecondary education, work, and global citizenship in the twenty-first century.

Requires the department of social and health services or supervising agency to: (1) Inform the parent, verbally and in writing, what relatives the agency has considered for placement and the outcome of that consideration; and(2) Provide a relative, with whom a child has been placed and with whom the child has resided with for at least ninety consecutive days, with a minimum of five days' notice of the department's or supervising agency's intent to remove a child from the home of the relative unless certain conditions exist.Excludes from the duties of a guardian ad litem, the conducting of investigations into child abuse or neglect allegations.

Requires the Washington state economic development commission to: (1) Develop a biennial budget request for approval by the office of financial management; and(2) Adopt an annual budget and work plan in accordance with the omnibus appropriations bill approved by the legislature.Prohibits the state agency serving as the commission's fiscal agent from using more than: (1) Ten percent of funds appropriated for commission personnel costs; and(2) Three percent of funds in the Washington state economic development commission account to cover administrative expenses.Creates the Washington state economic development commission account.
SB 6855 by Senators McDermott and Kohl-Welles Exempting community centers from property taxation and imposing leasehold excise taxes on such property. Exempts community centers from property taxation for a period of forty years from acquisition and imposes leasehold excise taxes on the property.
