Authorizes the higher education coordinating board to offer employees participation in a higher education retirement plan if the employee has previously contributed premiums to a similar qualified plan and prohibits the board from offering or funding such a plan for the benefit of any retiree who is receiving or accruing a retirement allowance from certain public employees' retirement systems.

Creates the Washington vaccine association to: (1) Collect and remit adequate funds from health carriers and third-party administrators for the cost of vaccines provided to certain children in the state; and

(2) Undertake other activities in support of a broader private-public initiative to protect children from the effects of preventable infectious diseases through increasing immunization rates.

Requires the secretary of the department of health to estimate the total nonfederal program cost.

Prescribes penalties for nonpayment of assessments.

Creates the opportunity express program to: (1) Expand training and education programs, such as the worker retraining program, the opportunity grant program, and the opportunity internship program, to help citizens receive the training they need;

(2) Create more effective intake and outreach systems to reach the greatest number of citizens and connect them to the resources they need; and

(3) Empower employers to make voluntary donations and invest in the training and education necessary to guarantee the availability of a skilled workforce.

Requires the state board for community and technical colleges to give priority in receipt of college board worker retraining program funds to applicants working toward certain careers.

Expands the opportunity internship program for fiscal years 2011 through 2013.

Authorizes the state board for community and technical colleges to create a single web site: (1) For advertising the availability of opportunity express funding to Washington citizens;

(2) To direct interested individuals to the appropriate local intake office; and

(3) That includes a link to the department of labor and industries apprenticeship program.

Creates the opportunity express account.

Requires certain state agencies to: (1) Use print management services brokered by the department of information services unless exempted by the director of the office of financial management; and

(2) Cooperate with the department of information services in efforts to standardize envelopes.

Requires the department of ecology to develop criteria for administering the program and ranking projects for funding based on water quality benefits.

Requires the department of transportation to use the additional taxes deposited in the motor vehicle account to fund certain activities or projects that address contamination of storm water.

Requires the Puget Sound partnership to use the additional taxes deposited in the Puget Sound recovery account to fund certain activities or capital projects that are consistent with the prioritization of the 2020 action agenda.

Creates the storm water account, the clean water legacy fund, and the water quality action account.

(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Requires every producer of legend or nonlegend drugs sold in or into the state to participate in a product stewardship program for unwanted legend and nonlegend drugs from residential sources.

Requires submission of a product stewardship plan to the board of pharmacy before engaging in the collection of unwanted legend or nonlegend drugs.

Requires the department of ecology to consult with the board of pharmacy on any element of the plan.

Authorizes the board of pharmacy to refuse, suspend, or revoke the license of a product stewardship program.

Requires the board of pharmacy to send a written warning and a copy of the act and any rules adopted to implement the act to a producer who is not participating in a product stewardship program approved by the board and whose legend or nonlegend drug is being sold in or into the state.

Authorizes the secretary of the department of health to establish fees for administering the act.

Authorizes board of pharmacy, department of ecology, or department of health staff to access any facilities, property, or records of the product stewardship program as necessary to conduct inspections or investigate complaints.

Creates the pharmaceutical product stewardship program account.

Protects the fairness of elections for the supreme court.

Introduces a voluntary pilot project to provide an alternative source of financing candidates for the supreme court who demonstrate public support and voluntarily accept strict fundraising and spending limits.

Prohibits the public disclosure commission from offering the public financing program until one million dollars is in the judicial election reform act fund.

Imposes a three-dollar surcharge on county clerk filing fees to finance the program.

Creates the judicial election reform act fund.

Prescribes penalties.

Requires the center to be headquartered at the University of Washington.

Requires the University of Washington, Washington State University, and the department of commerce to work cooperatively with the private sector in the development and implementation of research and new technology.
