Creates the hospital safety net assessment and hospital safety net assessment fund to allow the state to generate additional federal financial participation for the medicaid program and provide for increased reimbursement to hospitals.Imposes a hospital safety net assessment, the funds of which are to be used solely to augment all other funding sources and not as a substitute for any other funds.Intends: (1) That the total amount assessed not exceed the amount needed, in combination with all other available funds, to support the reimbursement rates and other payments authorized by the act; and(2) To condition the assessment on receiving federal approval for receipt of additional federal financial participation and on continuation of other funding sufficient to maintain hospital inpatient and outpatient reimbursement rates and small rural disproportionate share payments at least at the levels in effect on June 30, 2009.Requires the department of social and health services to: (1) Design a system of hospital quality incentive payments; and(2) Increase assessments to support rate increases for inpatient psychiatric services for certain persons.Expires July 1, 2013.

Provides for the transfer of the governance and financing of the state convention and trade center to a public facilities district formed by a county with a population of one million five hundred thousand or more to acquire, own, and operate the convention and trade center.Replaces, in connection with such transfer, the authority under chapter 67.40 RCW (convention and trade facilities) of the state and city to impose excise taxes on the sale of or charge made for the furnishing of lodging to fund the state convention and trade center with authority for the public facilities district to impose lodging taxes at these rates, without affecting the existing authority of the state, county, cities, and other municipal corporations to impose taxes on the sale or charge made for the furnishing of lodging under existing caps on the aggregate rate that may be charged.

Authorizes a police officer who has probable cause to believe that a person being supervised by the department of corrections has violated a condition of his or her community custody to detain and arrest the person if the officer has obtained oral or written authorization from the department of corrections to detain the person.Requires the Washington association of sheriffs and police chiefs to implement procedures as part of the city and county jail booking and reporting system to automatically notify the department of corrections when certain events affect a department-supervised offender housed in any city or county jail.Requires the department of corrections, subject to funds appropriated for this purpose, to provide law enforcement with access to a hotline where they can obtain authorization to detain an individual under the supervision of the department.Provides that the act is null and void if appropriations are not approved.
