Concerning the hospital safety net.


(AS OF HOUSE 2ND READING 3/09/10)


Creates the hospital safety net assessment and hospital safety net assessment fund to allow the state to generate additional federal financial participation for the medicaid program and provide for increased reimbursement to hospitals.

Imposes a hospital safety net assessment, the funds of which are to be used solely to augment all other funding sources and not as a substitute for any other funds.

Intends: (1) That the total amount assessed not exceed the amount needed, in combination with all other available funds, to support the reimbursement rates and other payments authorized by the act; and

(2) To condition the assessment on receiving federal approval for receipt of additional federal financial participation and on continuation of other funding sufficient to maintain hospital inpatient and outpatient reimbursement rates and small rural disproportionate share payments at least at the levels in effect on June 30, 2009.

Requires the department of social and health services to design a system of hospital quality incentive payments.

Specifies that the increases in inpatient and outpatient reimbursement rates included in the act shall not be reflected in hospital payment rates for services provided to basic health plan enrollees.

Expires July 1, 2013.

Concerning the clean water act of 2010 funding cleanup of water pollution and other programs necessary for the health and well-being of Washington citizens through an increase in the tax on hazardous substances.

Imposes an additional tax on the privilege of possession of hazardous substances in this state to fund programs that will offset the burdens that pollution places on the environment and the waters of the state.

Requires the department of transportation to use the additional taxes deposited in the motor vehicle account to fund certain activities or projects that address contamination of storm water related to transportation infrastructure.

Creates the storm water account.
