Eliminates the American Indian scholarship trust fund and the state matching fund requirement for the American Indian endowed scholarship program.

Authorizes funds appropriated by the legislature for the program to be deposited into the American Indian scholarship endowment fund.

Authorizes the state to deposit money into the endowment fund without limitation.
