Finds that: (1) It is in the interests of justice and public safety that the work of the state crime laboratory remains above criticism; and

(2) Recent events have called into question the truth of reports from the state crime laboratory.

Declares an intent to strengthen oversight of the laboratory by the Washington state forensic investigations council by adding members, including attorneys who regularly represent criminal defendants and a scientist from a Washington state university.
