Blue collar, stepping-stone jobs are leaving the economy without being replaced with equivalent jobs. |
Creates the Washington energy efficiency worker training program within the department of community, trade, and economic development. |
Directs the program to help individuals, including at-risk youth, to prepare for jobs in the energy-efficient building, construction, and retrofit industries; and to provide occupational skills training in the energy-efficient building, construction, and retrofit industries. |
