Improves budget transparency by consolidating accounts into the state general fund.

Directs the state treasurer to, no later than December 31, 2009, transfer to the state general fund all unexpended balances of the public safety and education account, health services account, violence reduction and drug enforcement account, student achievement fund, water quality account, and equal justice subaccount, as of June 30, 2009.
