Declares an intent to prevent misuse of taxpayer dollars, by prohibiting the expenditure of public funds on placement of works of art in: (1) The special commitment center on McNeil Island;

(2) Secure community transition facilities and other halfway houses operated by the department of social and health services to house persons subject to the community protection act of 1990; and

(3) Facilities operated by the department of corrections.
