Revises the process for determining annual rent rates for the lease of state-owned aquatic lands for marinas.

Requires the department of natural resources, in cooperation with relevant state agencies, local governments, and marinas, to develop a plan to enhance the number of operating vessel sewage pumpout stations available for public use on state-owned aquatic lands.

Provides that sections 1 through 3 of the act apply to all annual rents for marinas determined initially or redetermined on or after January 1, 2010.
