Prohibits a dealer, in the sale or transfer of a new or previously unregistered motor vehicle to a purchaser or transferee, including another dealer, to fail to disclose in writing to the purchaser or transferee any damage known by the dealer to have been sustained by the motor vehicle and not repaired or subsequently repaired.
