Requires the superintendent of public instruction, in collaboration with the state board of education, to develop and implement: (1) Approval criteria and a process for approving multidistrict online providers;

(2) A process for monitoring and if necessary rescinding the approval of courses or programs offered by an online course provider; and

(3) An appeals process.

Directs the superintendent of public instruction to: (1) Establish an online learning advisory committee within existing resources;

(2) Create an office of online learning;

(3) Develop model policies and procedures, in consultation with the Washington state school directors' association, that may be used by school district boards of directors in the development of certain school district policies and procedures;

(4) Conduct a review of online courses and programs offered to students during the 2008-09 school year; and

(5) Assess the level of funding provided for online course and program enrollment.

Authorizes school districts, beginning with the 2011-2012 school year, to claim state basic education funding for students enrolled in online courses or programs if certain conditions are met.

Requires school district boards of directors to develop policies and procedures for student access to online learning opportunities.

Provides that the act is null and void if appropriations are not approved.
