Recognizes that jobs created to transition to electrified transportation are green jobs.

Defines the terms "electric vehicle" and "electric vehicle infrastructure" and provides preferential tax treatment for the construction of the vehicles and infrastructure.

Requires state and local governments and other entities to implement the use of electric vehicles by modifying zoning and development codes, building permits, transportation policy, and environmental regulations.
