Prohibits, with exceptions, salary or wage increases for: (1) Any position exempt from classification under chapter 41.06 RCW (state civil service law);

(2) Any exempt position under chapter 41.06 RCW; and

(3) Any position under RCW 41.06.500 (managers--rules--goals), 43.03.030 (increase or reduction of appointees' compensation), or 43.03.040 (salaries of certain directors and chief executive officers).

Prohibits, with exceptions, state agencies of the legislative, executive, and judicial branches from: (1) Establishing new staff positions or filling vacant existing staff positions;

(2) Entering into any contracts or other agreements for the acquisition of personal services not related to an emergency or other catastrophic event that requires government action to protect life or public safety; and

(3) Making expenditures for the cost of reimbursement of certain out-of-state travel or certain out-of-state training by state employees.
