Modifies provisions relevant to the transfer of a juvenile to adult court.

Prohibits a respondent under the age of fifteen from being transferred for adult criminal prosecution except when that respondent is charged with murder in the first degree, murder in the second degree, assault in the first degree, or an attempt to commit those crimes.
