Creates the Washington health care discount plan organization act to promote the public interest by establishing standards for discount plan organizations, to protect consumers from unfair or deceptive marketing, sales, or enrollment practices, and to facilitate consumer understanding of the role and function of discount plan organizations in providing discounts on charges for health care services.

Requires a person to obtain a license from the insurance commissioner to operate as a discount plan organization before conducting discount plan business to which the act applies.

Provides that any person, organization, or entity that has engaged in a discount plan business to which the act applies, and has done so on or before the effective date of the act, has six months following the effective date of the act to submit a substantially complete application for a license as provided in section 5 of the act and to otherwise come into compliance with the requirements of the act.
