Requires the administrator of the state health care authority to designate one or more lead organizations to coordinate development of processes, guidelines, and standards to: (1) Improve patient access to and control of their own health care information, enabling their active participation in their own health care; and

(2) Implement methods for the secure exchange of clinical data as a means to promote continuity of care, quality of care, patient safety, and efficiency in medical practices.
