Includes court commissioners employed by the supreme court, court of appeals, superior courts, district courts, and municipal courts in the judicial benefit multiplier program of the public employees' retirement system.

Provides that the act shall be implemented only within funds specifically appropriated for the administrative expenses associated with its purpose.
