Requires the workforce training and education coordinating board to establish a state lifelong learning account steering committee to: (1) Develop a policy framework to establish a statewide lifelong learning account program;

(2) Identify technical and budget issues along with recommendations on how to resolve them;

(3) Study methods for continuing outreach to workers, employers, and foundations willing to participate in and fund lifelong learning accounts;

(4) Explore career advising options including online tools; and

(5) Design a performance accountability system.
