Administers, suspends, and eliminates boards and commissions.

Requires the governor, by July 1, 2010, to recommend to the legislature which of the boards and commissions, created either by statute or by action of the executive branch, shall receive state funding, those whose activities shall be suspended, and those which shall be terminated either by legislative or executive branch action.
