Allows participants in the Washington customized training program to delay payments into the employment training finance accounts for 2009 and 2010.

Requires employers to make good faith efforts to hire trainees from the training program.

Requires training institutions to make good faith efforts to develop training programs using trainers preferred by participants.

Allows employers who have qualified training under the job skills program in chapter 28C.04 RCW to become a participant in the program in 2009 and 2010, even though all the funds for the program have been committed.
