Requires the department of transportation to, for highway construction projects where the department considers agricultural lands of long-term commercial significance, in reviewing and selecting sites to meet environmental mitigation requirements under the national environmental policy act and the state environmental policy act, consider, to the greatest extent possible, using public land first.
