Requires the department of ecology, through the hazardous substance information and education office, to provide a list of hazardous substances regulated under RCW 70.102.010(5) and compile existing information about hazardous substances, at the request of citizens or public health or safety organizations.

Prohibits a person or entity from knowingly administering a product containing a hazardous material in concentrations high enough so that the net product is a hazardous substance, if that product is to be placed upon, ingested by, or injected into another person unless specific disclosure is provided prior to administration of the product.
