Authorizes the county legislative authority of any county in this state with a population greater than one hundred seventy-five thousand to, by resolution, submit to the voters of the county at any general election held in an even-numbered year the proposition of creating a cultural access authority which must be coextensive with the limits of the county as now or hereafter established.

Authorizes the board of a cultural access authority to submit an authorizing proposition to the voters of the authority and, if the proposition is approved by a majority of persons voting, fix and impose a sales and use tax in accordance with the terms of chapter 82.14 RCW (local retail sales and use taxes).
