Provides that the Olympia Isthmus be declared a shoreline of statewide significance through the shoreline management act to advance the public interest and to protect public investments.

Creates a special height district on the Olympia Isthmus in the area adjacent to the historic Budd Inlet named in section 2 of the act in order to protect the scenic beauty of the state capitol campus for the citizens of this state and for out-of-state visitors.
