Clarifies public employees' benefits board eligibility.

Addresses who is eligible for benefits.

Authorizes the Washington state health care authority to: (1) Delegate to employing agencies the task of determining individual employees' eligibility for benefits; and

(2) Use eligibility criteria other than those adopted by the public employees' benefits board in certain situations.
