Requires public works contracts awarded by four-year institutions of higher education to include apprenticeship utilization provisions.

Requires the Washington state apprenticeship and training council to adopt rules: (1) Necessary to implement the act;

(2) That address due process protections for all parties; and

(3) That strengthen the accountability for apprenticeship committees approved under chapter 49.04 RCW in enforcing the apprenticeship program standards adopted by the council.
