Authorizes the utilities and transportation commission to refrain from rate and service regulation of certain transportation services.

Requires the utilities and transportation commission, within its existing resources, to study the appropriateness of rate and service regulation of commercial ferries operating on Lake Chelan. This requirement expires December 31, 2009.
