Requires the department of early learning to convene a review panel at the written request of a licensee if the licensee: (1) Receives a facility licensing compliance agreement and requests a review of the agreement within twenty-eight days of receiving the agreement; or

(2) Requests a modification of its license and the licensor has not begun a review or forwarded the request to a supervisor within twenty-eight days of receiving the request.
