Allows an agency as defined in RCW 34.05.010 to adopt, amend, or repeal a rule on an emergency basis if the agency for good cause finds the rule is necessary in order to implement the requirements or reductions in appropriations enacted in any budget for fiscal years 2009, 2010, or 2011.
