Prohibits a state agency, except for the acquisition of land for highway rights-of-way, from acquiring in fee simple or providing funds to other entities to acquire in fee simple agricultural lands, designated by a county under the growth management act as agricultural lands of long-term commercial significance, for conversion to nonagricultural activities without prior written approval by the county legislative authority.

Authorizes the county legislative authority to require the state agency or other entity receiving funds from a state agency to acquire property, to submit certain information.
