Declares an intent to use a portion of the tax revenues that are generated by the tourism industry for the acquisition of Washington state ferry system auto ferry vessels.

Requires the department of transportation to purchase ferry vessels to be used in a county with a population of one million or more using the revenues generated in section 3(3)(d) of the act to pay the principal and interest on any bonds used to purchase the vessels.
