Transfers and places exclusively in the Washington state supreme court all mandatory, regulatory, licensing, and disciplinary functions regarding the practice of law and the administration of justice in this state currently administered by the Washington state bar association.

Requests the Washington state supreme court to adopt rules necessary for the transfer mentioned above.

Authorizes voluntary, nonmandatory bar associations as incorporated under chapter 24.03 RCW (Washington nonprofit corporation act).

Repeals chapter 2.48 RCW (state bar act).
