Suspends the Initiative 732 cost-of-living adjustments for: (1) School district employees during school years 2009-2010 and 2010-2011; and

(2) Academic employees of community and technical college districts and classified employees of technical colleges during fiscal years 2010 and 2011.

Requires the legislature, beginning in the 2011-2013 fiscal biennium and thereafter, to provide on an expedited basis, to the extent financially feasible, additional cost-of-living allocations equal to what would have been received if the allocations had not been suspended.
