Revises provisions related to Initiative 960 to provide a means to stabilize revenue collections, by suspending the following requirements through July 1, 2011: (1) A two-thirds vote of each house of the legislature on any action by the legislature that raises state revenue or requires revenue-neutral tax shifts; and

(2) A tax advisory vote for a tax increase not referred to the voters.
