Asks the voters to approve a sales and use tax on candy.

Appropriates forty million dollars, which reflects the increased revenue receipts from sales tax on candy, to the state health care authority for the biennium ending June 30, 2011, from the general fund solely for the authority to provide one-time competitive grants to community health centers to increase dental and medical services.
