Authorizes a financial institution to refuse a transaction requiring disbursal of funds contained in the account of a vulnerable adult under certain conditions, and requires the financial institution to notify local law enforcement, the adult protective services division of the department of social and health services, and parties authorized to transact business on the account.

Requires mandated reporters to report the death of a vulnerable adult to the medical examiner or coroner, law enforcement, and the department of social and health services when there is reason to suspect that death was caused by abuse, neglect, or abandonment by another person.

Requires financial institutions to provide training to certain employees concerning the financial exploitation of vulnerable adults.

Provides immunity from liability to financial institutions and their employees.
