Finds that each year, a significant amount of the state's agricultural land is irrevocably converted from actual or potential agricultural use to nonagricultural use.

Requires the department of ecology to: (1) Conduct a review of the state environmental policy act rules; and

(2) Make appropriate changes to the rules and environmental checklist to require more detailed review and evaluation of program and project proposals for identification of probable impacts to agricultural resources.
