Creates a nonprofit corporation to be known as the Washington vaccine association for the primary purpose of collecting and remitting adequate funds from health carriers and third-party administrators for the cost of vaccines provided to certain children in the state.

Provides that only the secretary of the department of health or the secretary's designee may authorize expenditures from the universal vaccine purchase account.
