Revises the administrative procedure act relating to: (1) Contents of an order of adoption;

(2) Affirmative vote requirements for rule adoption;

(3) Petitions for judicial review;

(4) Transcribing or certifying audio recordings of oral presentations at adjudicative proceedings;

(5) Petitions to invalidate a rule; and

(6) Posting certain material on an agency's web site in advance of a meeting.
