Requires a local government, in which there is planned to be a primary commercial service airport, to create an aviation protection zone.

Requires the aviation division of the department of transportation to hire an independent consultant to identify the location of the next primary commercial service airport. This requirement expires July 1, 2011.

Makes an appropriation.
