Requires the medical quality assurance commission, in cooperation with the school of medicine at the University of Washington and the state health care authority, to develop an evidence-based prescriber education program.

Authorizes the commission to seek funding to establish and maintain the program.

Establishes the prescriber education account to be used to establish, administer, and maintain the program.
