Requires the Washington association of sheriffs and police chiefs to administer a grant program to county sheriffs for the purpose of verifying the address and residency of sex offenders and kidnapping offenders who reside within the county sheriff's jurisdiction.

Authorizes a county sheriff to enter into an agreement with one or more police chiefs or town marshals for the purposes of delegating the authority and obligation to fulfill the requirements.

Removes the ninety-day reporting requirement for certain sex offenders.
