Prohibits a salary or wage increase for certain state employees.

Prohibits recognition awards in the form of cash or cash equivalents such as gift cards or gift certificates.

Authorizes institutions of higher education to grant wage or salary increases for additional academic responsibilities during the summer quarter if certain conditions are met.

Provides that the act does not apply to salary or wage increases granted to employees who are paid predominately through agriculture commodity assessments.
