Provides a process to meet the state's energy strategy goals.

Requires the department of commerce to: (1) Produce a fully updated and revised state energy strategy and implementation report with guidance of an advisory committee appointed by the director;

(2) Seek in-kind and financial support for the process; and

(3) Develop a work plan for update of the strategy.

Prohibits the department of commerce from intervening in any adjudicative proceeding before the utilities and transportation commission, but it may ask permission to provide information relevant to the proceeding.
