Prohibits qualifying utilities from using incremental electricity produced as a result of efficiency improvements to hydroelectric generation facilities.

Modifies the meaning of high-efficiency cogeneration and allows the reduction in load due to counting high-efficiency cogeneration to count toward meeting certain targets.

Requires the joint legislative audit and review committee to conduct a study of the electricity cost impacts for each qualifying utility to meet 2016 and 2020 renewable resource and conservation targets.
